Our Mission

Catapult Policy Strategies was founded as Shared Mobility Strategies in 2016 with the mission to usher in the future of transportation technology through policies and practices that ensure it reaches its full potential. Since then, we have been committed to leveraging our policy expertise, experience, and connections to help companies shape the future of mobility and grow their businesses. 

Catapult Policy Strategies embeds in your team and leverages our policy expertise and relationships to advance your business goals — whether that be opening new markets, building valuable relationships, or crafting a full policy and government affairs strategy from scratch. We do so by facilitating open, informed and understanding lines of communication and information between our clients and the policymakers charged with writing the rules of the game.

Catapult is an active member of many influential industry organizations including the Mobility on Demand Alliance (MODA) and ITS America and is a signatory of the Shared Mobility Principles for Livable Cities.

Founding partner

Pete Gould

Pete has over 15 years of experience in transportation and mobility technology policy from Capitol Hill, the US Department of Transportation, Uber Technologies, and running a successful lobbying and consulting firm. He leverages his “dual-citizenship” in the public and private sectors to guide startups across sectors in developing and executing policy and lobbying operations at local, state, and national levels.

Prior to founding Catapult Policy Strategies, Pete was Uber’s Senior Transportation Policy Development Associate, where he tackled issues including autonomous vehicle policy, accessibility, and background checks. Pete led efforts to integrate Uber with transit agencies and build partnerships with the transportation and urban planning communities.

Pete has an extensive track record of public sector work in federal transportation policy experience, most recently in the Office of the Secretary of the Department of Transportation.  He first joined the DOT in 2011 when President Obama nominated him to be Associate Director for Government Affairs in the Office of the Secretary. Pete began his career working on the House Transportation and Infrastructure Committee under Highways & Transit Subcommittee Chair Rep. DeFazio.

Pete is a recognized policy expert on all things tech and transportation and the co-host of the Mobility Podcast, which has thousands of influential listeners at the highest levels of government and across the mobility industry.

Pete is based in Washington DC, where he lives in Hill East with his wife, daughters, and beagle.

PUBLIC POLICY MANAGER

Carmen Hundley

Carmen joined Catapult Policy Strategies in 2019 as a Senior Policy Associate and has helped build the firm’s expertise in the micromobility space and competitive permitting processes. She was promoted to Public Policy Manager in August 2020.

Carmen joined Catapult from Morgan Stanley, where she spent three years as an Equity Research Associate on the Autos & Shared Mobility team.  Her team’s research focused on the paradigm shifts in autonomous, shared, and electric vehicles and the global impacts and investment implications throughout the auto industry and adjacent industries. Carmen supported coverage of companies including the Detroit OEMs, Tesla, the car rental companies, Harley-Davidson, and Ferrari.

Prior to Morgan Stanley, Carmen worked with Pete as a member of the Public Policy and Communications teams at Uber Technologies in Washington DC. Carmen graduated from Georgetown University’s Walsh School of Foreign Service with a major in International Economics and a certificate in Australia, New Zealand, and Pacific Studies.

Carmen is based in New York City, where she lives on the Lower East Side with her fiancé.

Pete is a co-founder and co-host of the Mobility Podcast. The Mobility Podcast tackles the knowledge gaps between the transportation, technology, and policy sectors. Our previous episodes have featured policymakers and industry leaders like Chris Urmson, Robin Chase, Susan Shaheen, David Estrada, and DOT Deputy Assistant Secretary Finch Fulton. We have a diverse audience that includes OEMs, tech firms, think tanks, academics, and federal/state/local policymakers.
